envoy-1.23 issue ext_proc filter, ExtProcPerRoute override ExtProc with ExtensionWithMatcher

*Description*:

The following configuration was working in 1.22 while 1.23 seem to have issues:
without ExtensionWithMatcher ExtProcPerRoute working just fine.
