Description
Currently it is supposed to check that all of the "top level" contrib dirs are "owned"
the algo is broken and the only path it checks is `/` - if there are any codeowners listed for contrib extensions at all then they all pass
i was intending to shift this to a bazel tool anyhow so i guess ill prio this so it is fixed
