*Title*: *Support developer tools on Windows*
*Description*:
It is quite likely that currently I am the only person developing Envoy only on Windows but there are core parts of the developer tooling that don't work on Windows:
- [ ] proto_format.sh to support `output_base` for long paths
- [ ] ./docs/build.sh to build docs on Windows
- [ ] pre-submit format tools
Alternative solution is to use WSL2 and invoke all these from a linux subsystem.
