c++ data API does not include stream info

when doing https://github.com/envoyproxy/envoy-mobile/pull/2362 I got most of the C++ APIs in line with kotlin and swift but backed out adding the stream info to data because I couldn't figure out how to get the python bindings to work*. It should be a fairly small PR for someone who understands that code.
