ETSConfig is undocumented outside of api docs

It might be useful to have a short section of documentation describing what ETSConfig is / what it is useful for and how to use it. There is some mention of it in pyface docs and the code itself is short enough that its not too hard to just look at directly. But nonetheless, it might be worth having a short section in the documentation
