Description
**Problem Description**
A BarPlot that uses starting values doesn't update automatically if the `starting_value` is changed or the `starting_value.updated` trait is fired.
**Reproduction Steps:**
**Expected behavior:**
Changing the data should cause an invalidate and redraw to be triggered.
