Misplaced axis tick marks (faulty rounding?)

Description
For example, the final tickmarks on both axes in bigdata.py fall are located at coordinates that are slightly too small. @corranwebster suggests investigating https://github.com/enthought/chaco/blob/master/chaco/axis.py#L497
