Description
Currently we have to manually update this line each time the clang version changes:
https://github.com/emscripten-core/emsdk/blob/e062c54f436e58ee102d2d37901cdaa052af249a/bazel/emscripten_toolchain/toolchain.bzl#L950
Could we have the `scripts/update_bazel_workspace.py` do this automatically maybe?
