Can't build "HTML5LaunchHelper.csproj" in Visual Studio 17

Description
After manually adding "HTML5LaunchHelper.csproj" to the "Solution Explorer" -> "Programs" folder via the "Add Existing Item" option, it sits in the programs folder and has no option to build. Am I adding it to Visual Studio 2017 incorrectly?
