Adding a documentation page on all possible emcc compiler flags

Every time I want to check if there exists a compiler flag for a specific feature, I always find myself jumping through many different documentation pages and github issues. I think it could be a good idea to add a page in the emscripten documentation to centralize all of the flags and their definitions.
