Allow empty series for producing legens items

Description
Right now, the plot legend doesn't show for series without any points. This can be useful though for currently invisible legend entries, see https://github.com/rerun-io/rerun/pull/9353/files#diff-0c803c14904b76abf2e663df0e07a984246341e9e50d50d7ee4d8bfa95a7c8a7R738
