Description
The CI jobs still use [actions-rs/toolchain](https://github.com/actions-rs/toolchain/) but that has been in public archive for over a year. Would updating to [actions-rust-lang/setup-rust-toolchain](https://github.com/actions-rust-lang/setup-rust-toolchain) be something that a PR would be accepted for?
