Disable apps from dismissing their own notifications

Description
I have `default-timeout=0` and `ignore-timeout=1` set in my, so that all notifications are displayed indefinitely until I dismiss them. But recently I noticed that some notifications are still displayed only for a limited amount of time. I guess that the app that sends them, closes them after some timeout. Can I disable the apps from doing so?
