Pause notification timeout when mouse hovers over notification

This is a feature request to add a configuration option to pause the default notification timeout when the mouse is hovered over a notification.

As a user, when the mouse hovers over a notification, it should pause the `default-timeout` for all notifications. When the mouse leaves the notification, it should resume the `default-timeout` for all notifications.
