API documentation for `ModifierManager` is missing.
### 🔬 Minimal Reproduction
Open https://api.emberjs.com/ember/release and try to find documentation for modifier managers.
### ➕ Additional Context
Modifier managers have several capabilities. Some of them could be supported in parallel. API documentation needs to be provided for all capabilities supported by a given version.
