Move content about component state and actions out of the template-tag-format page and into the "main guides"

In https://github.com/ember-learn/guides-source/pull/2124 we added a new "Zoey says" at the top of `guides/release/components/component-state-and-actions.md` which points to the template-tag-format page.

As part of that PR it's totally fine to point at the teplate-tag-format page but when we merge the gjs branch we would prefer not to have much (or any) details about the template tag format in a separate page, it should just make up the content of the guides.

Since we added the "Zoey Says" on that page it is a good hint to pull the relevant docs into the component state and actions page 👍
