[ENH] Add Ability to Drill Down into a Correlation ID

In v2 we had the ability to click on a correlation ID of a row in the workflow instances table to drill down and see all workflow runs for a specific correlation ID but clicking it in v3 just takes you into the details of that particular instance - same as clicking anywhere on the row.

Start at the workflow instances table and inspect how clicking a correlation ID differs from clicking the rest of a row in v3. Compare the stated v2 behavior with the current navigation, then verify that selecting a correlation ID shows all workflow runs for that ID while ordinary row clicks still open the individual instance details.
