Responsive settings for custom positioning position and column layout vertical and horizontal alignment

Would be nice to be able to change the position of an element from absolute on desktop to static on mobile devices with Custom Positioning. Also adding Custom Positioning to Inner Sections would be great.

For Column Layouts, since we now have the ability to set inline positioning to widgets, it would be great if we can also set responsive column alignments. This would be pretty useful when you have two inline elements aligned left on desktop have them centered on tablet and mobile.
