Changing the color of the popup close button on hover doesn't work

### Prerequisites

- [X] I have searched for similar issues in open and closed tickets and cannot find a duplicate.
- [X] I have troubleshooted my issue, and it still exists against the latest stable version of Elementor.

### Description

Changing the color of the popup close button on hover doesn't work.

### Steps to reproduce

1. Customize any color for the close button.
2. Set any other color for the close button when hovering.
3. Checking... It doesn't work.

### Expected behavior

The color of the close button changes when you move the mouse cursor over it.

- [X] This bug happens when only the Elementor (and Elementor Pro) plugins are active.
- [X] This bug happens with the Hello Elementor theme active.
- [X] I can reproduce this bug consistently by following the steps I described above.

Reproduce the issue by creating a popup, setting separate default and hover colors for its close button, and moving the pointer over it. Inspect the generated popup close-button styles and compare the default and hover behavior; done means the configured hover color is visibly applied with only Elementor and Elementor Pro active.
