⌛ 🧩 🛟 Can't import or export template Kits using WP VIP hosting.

- [x] I have troubleshooted my issue, and it still exists against the latest stable version of Elementor.

Hello,

We have just launched our platforms and websites on WordPress VIP environment. We have multiple sites hosted on this platform that we are currently trying to redesign. We have one site done. To provide a backup and also export the kit from the main site and to be used across the other sites, we have been trying to 'Export Template Kit.'

However, we have been getting an error. The error I have attached and it says: "Couldn't access the file: Seems like Elementor isn't authorized to access relevant files for installing this kit. Contact your site host to get permission."

This error was produced while using Hello Elementor Theme, Elementor, and Elementor Pro and exporting all that was available to export on the site (site settings, templates, pages, etc)

Things I have tried:
1) Removing all other plugins
2) Exporting one individual section (like site settings only)
3) Removing Elementor Pro and exporting on just Elementor.
4) Removing the Hello Elementor theme.

Nothing has worked to combat this error. As I am writing this, we are on the most current version of Elementor and Elementor Pro.

We have opened and have an active, open ticket with Wordpress VIP developers and customer service. Wordpress VIP developer's most recent comment as we try to figure out why we are unable to export our Elementor Pro settings:

"Elementor is trying to write to its own new temporary location elementor/tmp, which is not compatible with the VIP file system."

Could this be affecting the ability to export the template kits?

### Steps to reproduce

1) Removing all other plugins
2) Exporting one individual section (like site settings only)
3) Removing Elementor Pro and exporting on just Elementor.
4) Removing the Hello Elementor theme.

### Expected behavior

Exporting Elementor Template Kits without any errors.

### Isolating the problem

- [x] This bug happens when only the Elementor (and Elementor Pro) plugins are active.
- [x] This bug happens with the Hello Elementor theme active.
- [x] I can reproduce this bug consistently by following the steps I described above.
