🐞 Bug Report: Elementor PRO mega menu won't open on hover

### Prerequisites

- [X] I have searched for similar issues in both open and closed tickets and cannot find a duplicate.
- [X] The issue still exists against the latest stable version of Elementor.

### Description

Although the "Open on Hover" option is active for the Elementor Pro menu widget, the dropdown area does not open on hover over the menu item that is supposed to activate the mega menu. It works only with the click on the element.


### Steps to reproduce

1) Insert a menu widget in the header template
2) Select the widget and under "layout" tab select the item you want to have dropdown content and activate the relative option
3) Drag some widgets in the dropdown area
4) Under the "dropdown effect" tab select open on "hover"
5) megamenu won't open on hover in both Elementor edit page and front-end
### Isolating the problem

- [ ] This bug happens with only Elementor plugin active (and Elementor Pro).
- [X] This bug happens with a Blank WordPress theme active ([Hello theme](https://wordpress.org/themes/hello-elementor/)).
- [ ] I can reproduce this bug consistently following the steps above.
