🐞 Bug Report: mega menu : The close button in the container structure panel is not in the right place and is not published.

### Prerequisites

- [X] I have searched for similar issues in both open and closed tickets and cannot find a duplicate.
- [X] The issue still exists against the latest stable version of Elementor.

### Description

Normally, the close button of the container structure panel is located at the top. (Image below)


But in Megamenu, the close button of the container structure panel is not in the usual place and should actually be a little higher (image below).


The main problem is that if we set the Content Width to fit to content in the menga menu, the close button will be placed on the container pane. See the image below :


### Steps to reproduce

1. Click on the + button in Megamenu.
2. After displaying the container structure, the close button is not in the expected location.
3. Now if you set Content Width to fit to content, the close button is **on the container preview**.


### Isolating the problem

- [X] This bug happens with only Elementor plugin active (and Elementor Pro).
- [X] This bug happens with a Blank WordPress theme active ([Hello theme](https://wordpress.org/themes/hello-elementor/)).
- [X] I can reproduce this bug consistently following the steps above.
