🐞 Bug Report: If too narrow, the Editor Widget Panel controls that are inline can overlap causing a bad UX

### Prerequisites

- [X] I have searched for similar issues in both open and closed tickets and cannot find a duplicate.
- [X] The issue still exists against the latest stable version of Elementor.

### Description

When having two panels (editor and navigator) sticky on the side and narrow to preserve space the container controls are too squished together when they are inline. I think having them wrap would be much better just like the Justify Content controls are.


### Steps to reproduce

1. Go to edit with Elementor
2. Dock navigator on the right side
3. Narrow the panels as much as they allow

### Isolating the problem

- [X] This bug happens with only Elementor plugin active (and Elementor Pro).
- [X] This bug happens with a Blank WordPress theme active ([Hello theme](https://wordpress.org/themes/hello-elementor/)).
- [X] I can reproduce this bug consistently following the steps above.
