🐞 Bug report: ui bug in elementor popup builder

### Prerequisites

- [X] I have searched for similar issues in both open and closed tickets and cannot find a duplicate.
- [X] The issue still exists against the latest stable version of Elementor.

### Description

In the Popup > Style tab, the Close button style section, the Hover section, and the Normal section are [attached to the separator](https://prnt.sc/5r3JiFiwX65Z).
Also, if you switch between normal and hover mode, the space in [this area](https://prnt.sc/dhEpNjMqGzRl) will increase and decrease. There seems to be a problem.
