🐞 Bug report: Background Overlay in Tablet view missing width selector

### Prerequisites

- [X] I have searched for similar issues in both open and closed tickets and cannot find a duplicate.
- [X] The issue still exists against the latest stable version of Elementor.

### Description

The width selector that appears when you set custom width on the Background Overlays is missing in the Tablet view. Works fine in desktop and mobile views.

### Steps to reproduce

Insert a new (classic) section. On "Style/Background Overlay/normal" insert an image. Use "size: auto". Change to tablet view. Change to "size: custom". The "width" selector is missing. Change to mobile view. The "width" selector now appears.

### Isolating the problem

- [X] This bug happens with only Elementor plugin active (and Elementor Pro).
- [X] This bug happens with a Blank WordPress theme active ([Hello theme](https://wordpress.org/themes/hello-elementor/)).
- [X] I can reproduce this bug consistently using the steps above.
