### What Happened?

Pressing Super keyboard shortcut opens Applications Menu. This only works once and never works again.

### Steps to Reproduce

1. Log into OS 9 Daily
2. Press Super. Applications Menu opens
3. Press Super. Applications Menu closes
4. Press Super. Applications Menu no longer opens. Moreover, it will never respond to mouse click

How to recover: Open Terminal via Files and then run `killall io.elementary.wingpanel`

### Expected Behavior

Applications Menu should always respond to keypress of Super.

Start by tracing the Applications Menu and Super shortcut handling in wingpanel; use `killall io.elementary.wingpanel` only to recover.
