Setup CDN fallbacks

### Expected behavior

When a cdn is unreachable, another one is tried so our JavaScript does not break.

### Actual behavior

All our JavaScript is failing.

### Steps to reproduce the behavior

1. Break the internet.
2. Try to download elementary.
3. Feel sad.
