Cannot send e-mail

### What Happened?

Some newcomers say that the registration confirmation email is not sent from our weblate, which means they can't register their weblate account and join our translation work. Surely looking at the performance page of our weblate an error about that seems to be reported.

Workaround: Registration through GitHub account does not seem to require the registration confirmation email.

### Steps to Reproduce

1. Visit https://l10n.elementaryos.org/manage/performance/
2. See the following error is shown

### Expected Behavior

The registration confirmation email is sent.
