Pause playback while seeking/scrubbing

I've opened a short screen recording in Videos. Playback started automatically, and I tried to seek/scrub to the second I was interested in.

However, playback continued, and when the video was finished, Videos automatically closed the file, and asked me if I wanted to watch it again.

Expected behavior: When I hold down the mouse on the SeekBar, playback should not keep running, and Videos should not close the file I'm trying to analyze.

Reproduce the issue in Videos by opening a short screen recording, allowing playback to start, and holding the mouse on the SeekBar while scrubbing. Trace the playback and file-closing behavior around that interaction; done means playback pauses during the hold and the file remains open after reaching the end.
