System restarts when forcing quit of frozen applications

### What Happened?

I am experiencing a recurring issue on Elementary OS 8.1. When a daily-use application freezes (such as GIMP, Blender, RapidRaw, or even the Elementary AppCenter), the “application is not responding” message appears. If I choose “force quit,” the entire system restarts instead of just closing the application.

This happens even during normal tasks with light files, on a powerful notebook (modern CPU, 40GB DDR5 RAM, fast SSD, NVIDIA GPU). The issue occurs in both safe mode and X11.

### Steps to Reproduce

Open any daily-use application.
If the application freezes, select “force quit.”
Observe that the system restarts completely instead of just closing the application.
