Noticable FPS drop while moving on screen elements

/### What Happened?

When I move on screen elements (Mutter surfaces in general) there is a noticeable frame drop after some time.

### Steps to Reproduce

1. Open window
2. Drag it around for around 10-20 seconds

### Expected Behavior

Window moves smoothly
