Ability to open clipboard contents in a native popup

## Problem

Users are left trying to think of which app to paste their clipboard into just so they can preview it only to then cut it again.
There needs to be some kind of software reflection of the clipboard.

## Proposal

Gala should present a small widget-like window that only has a preview of the copied item (like the preview proposed in files). MacOS does this extremely well and it completely removes any friction between the user and the OS when it comes to something as simple as viewing what's in their clipboard.

This would be great in tandem with the compact file saving dialog I proposed.
