Shutdown and Reboot Issue: Monitors are off but CPU is still running

Description
On the date of creating this issue:
1. All available operating system updates have been installed
2. Shutdown starts failing to work
3. Reboot starts failing to work
Issue description:
1. When I do a shutdown/reboot, monitors are turned off as usual (I am using dual monitors)
2. CPU fan, PC casing fans and LED light stay on
3. PC is not shutdown/rebooted even after 2 hours
Workaround:
At the moment, I am able to shutdown by logging out first and then using the physical shutdown button.
Please let me know if there is any info that I can submit to help clarify the issue.
