Description

### What Happened?

Num Lock sometimes works inversely to how it should actually work. My Num Lock key has an indicator light that also confirms what I'm seeing)

### Steps to Reproduce

1. Logged in
2. Toggled Num Lock on (indicator light also came on). Numbers can be written.
3. Logged out. On greeter, I have num lock turned off, indicator light also turned off
4. Logged back in. Indicator light came back, but pressing the number keys do their secondary action instead of writing numbers. Toggling num lock off actually makes them write numbers now.
5. Logging out and in again reverses the num lock state again.

### Expected Behavior

Num lock should always be num lock and write numbers

Latest release (I have run all updates)
