5.1.7 Hera, laptop won't suspend

## What Happened
I have a fresh OS install. The laptop won't suspend. Power button press or doing it via the power menu or just being idle won't put the laptop into suspend mode. When the suspend should happen the screen goes blank then there's a notification sound and the log in screen appears.

Also I can't shutdown via menu, only via terminal `shutdown 0`.

## Expected Behavior
I would expect it just goes into suspend mode.

## Steps to Reproduce
Just doing any of the actions that should lead to suspending the machine.
