Erratic energy management

### What Happened?

Even plugged in to power cord, on simple tasks as meetings on Google Meets or Zoom, looks like system consumes more than the charger can supply, leading to the power connected battery being slowly consumed (~1% each 10mins of meeting). The same event occurs when watching streams/videos on browser for a time.
This behavior not occurred on eOS 6.1

### Steps to Reproduce

- Open browser (Chrome based, maybe);
- Start watching livestreams (ex.: Twitch).

- Start a meeting on Google Meet or Zoom.

### Expected Behavior

Maintain 100% battery even under load and charge if not battery is fully charged.
