Smooth scrolling. Scrolling over the page and over the scroll bar differs. Is this by design?

1- Open terminal and press enter a couple of times until the scroll bar appears.
2- Use the mouse scroll wheel over the page and the scroll bar.

Result: Smooth scrolling is used when an user uses the mouse scroll wheel over the scroll bar, but this doesn't happen on the page.
