Cursor is replaced with a tilde character when it's typed

### What Happened?

Since some package upgrade not long ago, whenever I type the tilde character (~), it gets stuck on my command prompt.

### Steps to Reproduce

1. Open Terminal
2. Type a tilde into the command prompt

If I switch focus to another app, the glitch is gone... until I type a tilde again.

### Expected Behavior

Clearly it's a glitch. Thankfully, it's a harmless one, but it's annoying.

8.x (Circe)

amd64 (on most hardwares)

Secure Session (Wayland, This is the default)

Latest release (I have run all updates)

I'm using the Brazilian Portuguese keyboard layout.

Start by reproducing the tilde input in Terminal under the reported Wayland secure session with the Brazilian Portuguese keyboard layout, then compare behavior after switching focus to another app. Investigate the cursor rendering or input path implicated by the glitch; done means typing a tilde no longer leaves a tilde-shaped cursor on the command prompt.
