Headerbar shadows disappear when text DPI is below 1

Description
## What Happened
Setting the text scaling factor to anything lower than 1 (for example 0.97) will cause the shadow stroke below the headerbar to vanish.
## Expected Behavior
The shadow is able to be scaled instead of just disappearing
## Steps to Reproduce
1. Set text-scaling to >1.0
