Insensitive symbolic icons in headerbars don't have a backdrop style

Description
Similar to #97. It looks like we're missing a backdrop style for symbolic icons in headerbars in both the light and dark variants. Consequently, insensitive buttons get darker/more opaque when they're in the background, which is the opposite of what we usually want.
