Inconsistencies in unfocused headerbars

Description
In GTK4 dark mode when the window is unfocused the window controls to close and maximize have a slightly lighter background than the rest of the headerbar. This only occurs in dark mode and not in light mode. Also this issue does not occur in GTK3.
The follwing screenshots show the headerbars of AppCenter (GTK4) and Calendar (GTK3)
This also shows that in GTK4 the window controls are dimmed just like the other button, but in GTK3 instead they are not.
