Redesign Operating System Updates page

### Problem

We're currently creating a fake AppInfo view for the OS Updates page with a crudely formatted description. We don't get a very rich display of the pending updates and it's kind of awkward

### Proposal

Create a purposeful OS updates page that lists all the pending package updates, including nicely formatting which versions we'll be upgrading from/to, etc
