Crackling/white noise occurs on all processing after machine wakes from sleep

I'm not sure which project this should go to, so please redirect if this is the wrong place.

First, some particulars:

Dell XPS-13-9360
Quad-Core Intel® Core™ i7-8550U CPU @ 1.80GHz

OS Version:
0.4.1 Loki (64 bit)_

When my machine wakes from sleep and I log back in, I've noticed any action I perform results in an audible crackling/white-noise type sound. It happens basically when there is any processing occurring on the machine, such as when I hover over the bottom and the dock slides into view. Or especially if I'm opening a program for the first time. I was using Scribus today and the white noise occurred as the program was loading. The sound is more audible as I turn up the volume. It's very noticeable if I'm wearing headphones.

It's not present if I boot into elementary for the first time. It only starts happening after the computer goes to sleep and comes back on.

Reproduce the crackling on the listed Dell XPS-13-9360 running elementary OS 0.4.1 by suspending and waking the machine, then compare it with a fresh boot. Investigate the settings-sound plug and its audio path; done means processing after wake no longer produces crackling or white noise, including through headphones.
