System-wide equalizer

Would it be possible to implement a system-wide equalizer to switchboard (as a standalone plug, or inside sound)?

I think this feature would be awesome for people like me who use not-so-top-of-the-line speakers/headphones, or blessed with some cardboard sounding laptop speakers.

I'm currently using the pulseaudio-equalizer package from the webupd8 ppa (ppa:nilarimogard/webupd8) to reproduce the desired sound quality but it would be great if I would be able to do it without adding ppa-s and extra packages right from the "System Settings"

IMHO if done correctly, this could be a great "selling point" for elementary.

Sadly i'm more of an UX/visual design guy myself, so i can't really get on implementing this, but if someone wants to do it I will help anyway I can.
