Ability to change quality settings for hardware

### Problem

I have a USB DAC and amp for my headphones and in order to make use of the higher frequency and bitrate I need to create a local file for pulseaudio to tell it what settings to use.

### Proposal

It would be quite handy to be able to create/update this file from this GUI. The file does include a "fallback" for certain settings that could be used to keep the GUI side a single section of options instead of something like a menu per device on the list.
