Switching back to audio output device not possible if old output is unplugged

Description
This issue I have is pretty similar to [this](https://github.com/elementary/switchboard-plug-sound/issues/8) one.
1. Plug in HDMI device
2. Select HDMI output as audio output
3. Unplug HDMI device
4. Built in output is selectable, but still no sound except the speaker left/right tests
I had to plug in the HDMI device back, then select the built in output a second time to get it working again.
