Airplane mode toggle is unreachable via keyboard

I have tried to navigate around all of the settings pages using the keyboard and it works great. However, on the network panel the airplane mode toggle at the bottom is not reachable via keyboard. I've tried to use the tab and cursor keys to no avail.
