Hotspot cannot be disabled after the settings app is re-opened

Description
Hotspot section is entirely disabled when Hotspot is running and the settings app is restarted. That includes the Hotspot switch so I have to disable WiFi in order to disable Hotspot.
Steps to reproduce :
1) enable Hotspot
2) close and reopen settings app
3) open the network plug, click on Hotspot
4) the entire right side section should be disabled and insensitive. Thus preventing you from disabling it.
