networking disabled after waking up from suspend with ethernet plugged in

slightly odd bug, but I think this is correct. after my laptop wakes up (or boots) with the ethernet plugged in), networking is disabled. moreover, I can't enable it again, so I have to suspend/reboot with the ethernet unplugged. see image - what happens if I try to enable networking.
