setting for managing spellcheck languages

I use computer for writing, and I like not messing around with CLI! There is no setting for spellchecking installing or deleting languages. So i only have the off shell spellchecking languages. Please make a simple easy setting for handling this.

Review the requested GUI setting in the locale plug and determine how spellchecking languages are currently installed or deleted outside the UI. Done means users can manage spellchecking languages from a simple setting without using the CLI.
